Henry's first election to House
of Burgesses
Virginia's House of Burgesses was
the lower chamber of the colonial legislature. In Henry's
day it consisted of two members elected from each county and
one each from the borough of Norfolk and the College of William
and Mary. The House of Burgesses met in the Capitol at Williamsburg.
Their presiding officer was the Speaker. Their legislative
procedures and debate rules generally followed those of the
House of Commons in the English Parliament.
